  • License lottery, betting, casino, and online gaming operators.

Oversight and Compliance

  • Monitor licensed operators for legal and technical compliance.
  • Conduct inspections, audits, and investigations.
  • Enforce sanctions, fines, suspensions, and license revocations.

Revenue Assurance

  • Monitor gaming revenue and ticket sales.
  • Ensure accurate reporting of taxes, fees, and levies.
  • Support government revenue collection from gaming activities.

Technology and Systems Monitoring

  • Operate and manage the Central Monitoring System (CMS).
  • Oversee approved gaming platforms and payment systems.
  • Ensure data accuracy, system integrity, and uptime.

Consumer Protection

  • Promote fair play and transparency in gaming.
  • Protect players from fraud and unfair practices.
  • Support responsible gaming measures.

Policy and Advisory Role

  • Advise government on gaming and lottery policy.
  • Develop standards, guidelines, and procedures.
  • Align national gaming regulation with global best practice.

Institutional Governance

  • Manage contracts, concessions, and service providers.
  • Coordinate with tax, telecom, and financial regulators.
  • Represent Liberia in regional and international gaming forums.
