National Lottery Authority Social Welfare Obligations
The Preamble of the Act creating the National Lottery Authority clearly outlined the “Social Welfare Component” of the Authority and made more emphasis of its statutory function in Part 2 Section 6 (Objectives), under subsections 6.1 and 6.2 that states:
6.1 The National Lottery conducted by the Authority shall generate revenue for the purposes of meeting its obligations, contributing to government’s revenue generation, contributing to institutions serving persons with disabilities, and to the causes of persons with disabilities in line with this Act.
6.2 There shall be conducted as part of the operations of National Lottery, a lotto to provide care and protection for the physically or mentally afflicted, the needy, the aged, orphans and destitute children.
The Social Welfare Department was established in June 2020 with the intent to actualize the Welfare and Outreach component of the Authority.
