Monrovia, Liberia – February 13, 2026 – The Management of the National Lottery Authority (NLA) has officially launched its ambitious Five-Year Strategic Plan (2026–2030), setting a bold and transformative course for the modernization, regulation, and sustainable growth of Liberia’s gaming sector.
Delivering the keynote statement at the launch, Director General, Hon. Peter L. Solo outlined a forward-looking roadmap anchored on five strategic pillars designed to strengthen governance, enhance regulatory oversight, modernize lottery operations, accelerate digital transformation, and deepen social responsibility initiatives.
The strategic framework, developed through extensive consultations with the Board of Directors, senior management, consultants, and key stakeholders, reflects the NLA’s renewed commitment to transparency, accountability, innovation, and national development.
The Five-Year Strategic Plan is built on the following core pillars:
- Governance, Leadership, and Institutional Reform; strengthening internal systems, promoting transparency, and enhancing institutional accountability to ensure efficient and responsible leadership.
- Regulations, Compliance, and Enforcement; establishing a fair, structured, and effectively monitored gaming environment that protects players and safeguards stakeholder interests.
- Lottery Operations and Products Modernization; inroducing innovative lottery products and modern operational systems to increase revenue generation, improve market competitiveness, and enhance customer engagement.
- Digital Transformation and Product Integration;
leveraging technology to expand access, streamline services, and improve user experience, including the finalization and implementation of Regulations 005 and 006 to establish regulatory authority over online gaming platforms and related digital initiatives. - Social Responsibility, Welfare, and Good Causes Funding; strengthening the NLA’s contribution to national development, social welfare programs, and inclusive initiatives—particularly support for persons with disabilities and other vulnerable groups.
The launch of the Strategic Plan marks a significant shift in the NLA’s operational and regulatory trajectory. It signals a new direction centered on modernization, growth, and innovation.
The plan echoes a firm commitment to governance reform and regulatory excellence to strengthen stakeholder confidence through transparency and accountability, enhance national impact, contributing to economic growth and social development across Liberia.
Hon. Solo emphasized that the plan positions the NLA as a modern, accountable, and socially responsible gaming regulator committed to aligning its operations with international best practices while maximizing revenue for national ddevelopment.
The Director General used the occasion to extend profound appreciation to the Board of Directors, consultants, and the Strategic Plan Committee whose technical expertise and dedication shaped the development of this visionary document.
Their collaborative effort reflects a shared commitment to repositioning the Authority as a model regulatory institution within the sub-region.
The Strategic Plan is launched under the theme:
“A Modern, Accountable and Socially Responsible Gaming Regulator.”
This theme, Hon. Solo emphasized encapsulates the Authority’s vision for the next five years one that integrates regulatory strength, technological innovation, operational efficiency, and meaningful social investment.
