Monrovia, Liberia – June 22, 2026 — The National Lottery Authority (NLA) has officially revoked the Sports Betting License of LIPAY Inc. and ordered the immediate shutdown of its operations following a ruling by the 6th Judicial Circuit Court that established multiple violations of the NLA Gaming Regulation 001.
The decision, issued by the Director General of the National Lottery Authority, Hon. Pieter L. Solo, highlights the Authority’s continued commitment to protecting the integrity, transparency, and credibility of Liberia’s gaming sector.
Following a comprehensive administrative hearing, LIPAY Inc. was found liable for violating several provisions of Gaming Regulation 001, including Sections 6.4, 6.9, 14.1(b), and 14.1(d).
The violations included failure to disclose material information, misrepresentation and misuse of its gaming license, creating the impression that an unlicensed foreign entity was authorized to operate in Liberia, and allowing an unlicensed foreign company to conduct activities outside the conditions of its license.
As a result of the findings, the NLA imposed the following sanctions:
Key Regulatory Actions
- Immediate revocation of the Sports Betting License issued to LIPAY Inc.
- Administrative fines totaling US$10,000.00, with US$2,500.00 assessed for each of the four violations.
- Two-year disqualification, preventing LIPAY Inc. from applying for or obtaining any gaming license in Liberia during the stipulated period.
- Recovery of damages by the National Lottery Authority relating to unpaid license fees and operational activities conducted during the violation period.
- Publication of the judgment in a newspaper of general circulation at the expense of LIPAY Inc.
NLA Reaffirms Commitment to Compliance
Speaking on the matter, Hon. Solo reaffirmed that the National Lottery Authority will continue enforcing Liberia’s gaming laws to ensure all operators comply with established regulations and licensing requirements.
He emphasized that the Authority will not tolerate regulatory breaches, misrepresentation, or attempts to bypass Liberia’s gaming laws.
The NLA Director General further stated that the Authority remains committed to protecting consumers, promoting responsible gaming, and maintaining a transparent, accountable, and properly regulated gaming environment.
He also reaffirmed the NLA’s support for the Government of Liberia’s ARREST Agenda for Inclusive Development, noting that the Authority will continue working to build a gaming industry grounded in integrity, fairness, and accountability.
