NLA Suspends Digital Lottery Scratch and Win Partnership Agreement with AMS1ONE Solutions Limited

Monrovia, Liberia — July 20, 2026 — The National Lottery Authority (NLA) has announced the immediate suspension of its Digital Lottery Scratch and Win Partnership Agreement with AMS1ONE Solutions Limited, a Monrovia-based company headed by Managing Partner Mr. Cedric Amoah.

In a formal communication dated July 20, 2026, and signed by the Director General of the National Lottery Authority, Hon. Peter L. Solo, the Authority cited the company’s repeated failure to comply with regulatory requirements as the basis for the suspension.

According to the NLA, AMS1ONE Solutions Limited refused to adhere to a final warning letter issued on July 9, 2026, and failed to appear, without excuse, at a Show Cause Hearing scheduled for 12:00 PM on July 13, 2026. The company was also unable to fulfill its financial obligation of Fifty Thousand United States Dollars (USD 50,000), representing its required contribution under the partnership.

“The National Lottery Authority has determined these as clear indications of a lack of financial capacity to manage the Digital Lottery Scratch and Win Partnership Agreement project,” the Authority stated.

As a consequence, the partnership agreement, which was entered into with the NLA on June 6, 2026, has been suspended with immediate effect.

The Authority further disclosed that it will transmit this decision to all relevant government institutions, including the Liberia Telecommunications Authority (LTA) and the Ministry of Post and Telecommunications, as well as mobile network operators MTN and Orange Liberia, to ensure full enforcement of the suspension.

Copies of the suspension letter have also been forwarded to the Chairman and Members of the Board of Directors of the National Lottery Authority.

The NLA reaffirms its commitment to transparency, accountability, and the protection of the integrity of Liberia’s national lottery operations, and will continue to hold all partners to the highest standards of compliance.
